This is an excellent point. Add this to the fact that lens-based stabilization is still at least a full stop ahead of sensor based stabilization and often more and you make a good argument in favor of lens-based image stabilization.
It may very well use the same servos that are used for sensor cleaning, but for that function the sensor only shakes on demand from the user and that will not be even 1% as often as it is used for image stabilization.
