Why am i overweight if my calorie intake is around 1000 a day?

I’ve been going over my usual day to day diet and it averages around 1000-1500 calories a day… Everything i read says that because of my height and weight, i should be getting 3500 calories a day to function. Then why am i overweight, and haven’t been losing weight? I’m so confuzzled.
How can I gain a better body image?

I feel horrible about my body. I am in shape, am told I am attractive, but I cannot help but worry about being fat or having fat on me. These problems increased dramatically when my boyfriend would always watch porn. I started exercising excessively and restricting my calories so I could look as hot as the girls that turn him on. I'm no longer with him but I constantly think about how I look and that I'm not good enough. I value other people for their personalities and their kindness but I cna't help but think that people are judging me by my looks. Its even hard for me to watch tv because I see so many attractive and skinny girls and I start hating myself and making plans of actions to lose more weight. this has been going on for years now and I want to feel comfortable with myself. What can I do? I don't have health insurance and cant' afford to see a counselor.
If you are already overweight, is it okay to diet and start body building? IE Will my existing fat substitute.

I have read that cardio counteracts muscle gain due to the release of catabolic hormones thereby breaking down muscle tissue. I do 2-3 hours of cardio a day, seven days a week. I am on a strict diet and eat less than 2000 calories a day. It is suggested for muscle gain that I have extra calories. Since I am already overweight, will my existing fat substitute? Or should I focus on losing the weight then on building? Which would be the optimal choice.
